정부는 전국 빈집 문제의 해법을 찾기 위해 지혜를 모으기로 했다. 행정안전부는 관계부처와 합동으로 빈집정비지원팀을 구성하였고, 빈집 정비사업을 추진하며, 범정부 빈집 정비 종합계획을 수립할 계획이다.

효과적인 사업 추진을 위해 올해부터 빈집 정비 중앙·지방·민관 협의회도 구성해 운영하고 있다. 1월에는 제1회 중앙협의회를 개최해 관계부처 빈집 정비 계획을 공유하고, 정책 방향을 논의했다. 2월에는 제1회 지방협의회를 열어 지자체의 빈집 정비사업 추진 현황을 점검하고, 애로사항을 청취했다. 행정안전부는 협의회에서 수렴된 의견을 토대로 상반기 중에 범정부 빈집 정비 종합계획을 수립할 예정이다.
<카지노 게임 추천정비 통합지원 시스템을 구축한다
한국부동산원의 ‘빈집정보 통합지원 시스템’은 과학기술정보통신부와 한국디지털플랫폼정부위원회가 주관하는 ‘2025년 디지털 기반 사회현안 해결 프로젝트’공모에서 최종 과제로 선정되었다. 이번 공모는 인공지능·빅데이터·클라우드 등 디지털 신기술을 접목한 혁신적 공공서비스를 기획·발굴하여 행정 효율화, 대국민 공공서비스 향상 및 사회 현안을 해결하기 위해 추진되었다. 한국부동산원은 저출산, 고령화, 인구 감소, 지방(지역)소멸 등에 따른 빈집 문제(사회 현안) 해결을 위해 이 사업을 제출하였다.

Find a solution to the nationwide vacant house problem

The government decided to gather wisdom to find a solution to the nationwide vacant houses problem. The Ministry of Public Administration and Security has formed a vacant house maintenance support team in collaboration with related ministries, promotes vacant house maintenance projects, and plans to establish a comprehensive plan for vacant house maintenance by the government.
<The government will comprehensively set up measures for vacant houses
According to the Ministry of Public Administration and Security's joint administrative survey of vacant houses nationwide from October to December 2024 with the cooperation of local governments, there were 134,000 vacant houses. Jeonnam has the largest number of vacant houses, followed by Jeonbuk (18,300), Gyeongnam (15,870), and Gyeongbuk (15,502). There are 11,471 vacant houses in Busan, a metropolitan city, and there are also a number of vacant houses in Daegu (6,009), Daejeon (4,991), Incheon (4,178), Gwangju (2,272), and Seoul (6,711) and Gyeonggi (6,714).

<The government promotes vacant house maintenance projects
The Ministry of Public Administration and Security will invest 10 billion won in 2025 to solve the nationwide problem of vacant houses, double from 5 billion won in 2024. The Ministry of Public Administration and Security has been working with local governments to push for a "empty house maintenance project" to support the removal of vacant houses from 2024. It has demolished 841 vacant houses in 11 cities, provinces, and 39 cities, counties, and districts in 2024 by subsidizing the demolition costs of 7 million won for farming and fishing villages and 14 million won for each vacant house. In 2025, the government plans to expand the target area and the number of vacant houses to help remove 1,500 vacant houses.
This year, the "Empty House Maintenance Support Team", which is composed of four ministries, plans to promote vacant house maintenance projects and establish a comprehensive plan for vacant house maintenance by the government. In the meantime, the maintenance and management of vacant houses has been centered on the mayor, county and district heads, the Ministry of Land, Infrastructure and Transport has applied the "Small Housing Maintenance Act" in urban areas, and the Ministry of Agriculture, Food and Rural Affairs and the Ministry of Maritime Affairs and Fisheries have managed vacant houses in accordance with the "Farm and Fishing Village Maintenance Act." For this reason, there were problems such as difficulty in identifying the current status of vacant houses nationwide and no comprehensive system improvement has been made.
In order to effectively promote the project, the central, local, and public-private councils for vacant house maintenance have also been formed and operated from this year. In January, the first central council was held to share plans for vacant house maintenance from related ministries and discuss policy directions. In February, the first local council was held to check the current status of vacant house maintenance projects by local governments and listen to difficulties. The Ministry of Public Administration and Security plans to establish a comprehensive plan for vacant house maintenance during the first half of the year based on opinions collected from the council.
<Build an integrated support system for vacant house maintenance
The Korea Real Estate Agency's "Integrated Information Support System for Vacant Homes" was selected as the final task in the "2025 Digital-Based Social Issues Solving Project" contest organized by the Ministry of Science and ICT and the Korea Digital Platform Government Committee. This contest was promoted to improve administrative efficiency, improve public services to the public, and solve social issues by planning and discovering innovative public services that combine new digital technologies such as artificial intelligence, big data, and cloud. The Korea Real Estate Agency submitted this project to solve the problems of vacant houses (social issues) due to low birth rate, aging population, population decline, and local (local) disappearance.
The system will be implemented in collaboration with the Ministry of Public Administration and Security, and will lay the foundation for a virtuous cycle of management-maintenance-prevention of vacant houses by analyzing the current status of vacant houses nationwide, analyzing the distribution of nearby public facilities, and providing services for predicting the risk of vacant houses, and supporting market autonomous vacant house maintenance through a platform to support vacant house transactions.
<Promote projects to promote transactions of vacant houses in rural areas
The Ministry of Agriculture, Food and Rural Affairs (Ministry of Agriculture, Forestry and Fisheries) will push for the "Activation of Transactions in Rural Vacancies" project with local governments, the private sector and related organizations from March this year. It will recruit local governments, management agencies, and licensed real estate agents to participate in the project from March so that vacant houses can be traded through real estate trading platforms within the first half of the year. According to the implementation plan, it will complete recruitment of local governments and management agencies in March, recruitment of licensed real estate agents and secure vacant houses with consent to transactions from April, and register them on real estate trading platforms and return to farming and fishing villages platforms from May.
Until now, rural vacant houses have been mainly promoted to be demolished, but various policy developments have been required due to the financial burden of supporting demolition costs and the demand for the use of vacant houses. In particular, there has been a steady demand for policies to provide information on vacant houses and create a trading environment so that vacant houses in rural areas can be traded. For apartments nationwide, the sale price and rent are standardized according to region, location, acreage, construction year, and brand, and stakeholders can easily search for transaction trends, but rural vacant houses do not have a national platform, making it difficult to obtain reliable information.
According to a survey conducted by the Korea Rural Economic Research Institute on the use of vacant houses (purchases, leases) to 1,000 urban residents in 2024, 60.5% are willing, and to rent or sell vacant houses to 150 owners, and 54.0% and 64.7%, respectively. Those with vacant houses in rural areas are willing to sell or rent them, and urban residents are willing to use vacant houses, but transactions have not been active.
In response, the Ministry of Agriculture, Food and Rural Affairs plans to establish a "rural vacant house bank" that creates an environment for vacant houses by selling them through local real estate agents and registering them on private real estate trading platforms. In order to increase the public's access to vacant house information, the information on vacant houses for sale will also be linked to the Integrated Platform for Return to Farming and Fishing Villages by the Korea Institute of Agriculture, Forestry and Fisheries Education and Culture Information and the Empty House Information Platform by the Korea Real Estate Agency.
<Some local governments participate first
Jeju Special Self-Governing Province, Buan-gun, Jeollabuk-do, and Yesan-gun, Chungcheongnam-do will participate in the vacant house bank project first, and other local governments wishing to participate can apply from March 10 to March 24. It will also receive applications and applications for 'management institutions' that help local governments manage selected real estate agents and support projects. The management agency will receive applications directly from the Ministry of Agriculture, Food and Rural Affairs, and will participate in the project in earnest through agreements with local governments that apply for the project later.
